ATEC Launches Consultation to Build an Integrated Tertiary Education System in Australia

The Australian Tertiary Education Commission (ATEC) has officially launched a national consultation process to develop a Post-School Education Pathway, aiming to create a more integrated system between vocational education and training (VET) and higher education. This initiative marks a significant step forward as Australia seeks to address long-standing structural gaps within its education system.

Strengthening the Connection Between VET and Higher Education

The consultation is based on a newly released discussion paper titled “A More Joined-Up Tertiary System.” The document highlights key challenges within the current system, including limited coordination between VET and universities, inconsistent credit recognition, and barriers that make it difficult for students to transition smoothly between different education pathways.

Despite years of policy discussions, these issues continue to affect students’ ability to plan their academic and career journeys effectively.

Long-Term Benefits for Students and the Workforce

ATEC believes that a more integrated tertiary system will deliver long-term benefits by improving access to education and supporting lifelong learning. In an increasingly competitive and skills-driven economy, the reform is expected to play a critical role in upskilling and reskilling the workforce.

By aligning education pathways more closely with industry needs, the initiative aims to enhance productivity and strengthen Australia’s global competitiveness.

Growing Demand for Post-School Qualifications

According to projections outlined in the discussion paper, the majority of new jobs in Australia over the next decade will require post-secondary qualifications. This trend underscores the importance of building stronger connections between vocational training and higher education.

However, ATEC also acknowledges several ongoing challenges, including inconsistencies in credit transfer systems, differences in funding models, and the persistent perception gap between VET and university education.

Public Consultation and Policy Development

Through this consultation process, ATEC is seeking feedback from stakeholders across the education sector, industry, and the broader community. Key areas of focus include improving credit recognition, supporting smoother student transitions, and identifying effective models for integrated education delivery across different regions and industries.

Part of Broader Education Reforms in Australia

This initiative is being implemented alongside major national education reforms, including the Universities Accord, the Australian Qualifications Framework (AQF) Review, and policy directions from Jobs and Skills Australia. Together, these efforts reflect the government’s commitment to building a more flexible and future-ready education system.

Submission Deadline

Stakeholders are invited to submit their feedback on the consultation by 22 June 2026 through ATEC’s official platform.
